The Training & Development Center was established in January 1997 as a specialized unit of the Academy with the following objectives:
● To organize and supervise the educational and scientific training of PhD students at the institutes of the Academy
● To establish links between the scientific units and the Ministry of Education related to PhD students, and coordinate the administration of their examinations
● To register the enrollment of PhD students at the various scientific units of the Academy
● To organize instruction, and offer testing and certification in foreign languages
● To offer computer courses, and organize training in information technologies
● To organize training in specialized schools with national and international participation
● To coordinate the Academy’s activities in the field of training & development, and its cooperation with other institutions of higher education, aimed at raising the qualification of specialists and postgraduate students
● To prepare and disseminate information on training & development opportunities for specialists at the Academy
● To establish and coordinate international cooperation related to its activities
● To participate in discussions of issues relevant to higher education
● To organize the procedures for institutional accreditation of the Academy

The Bulgarian Academy of Sciences is accredited to train PhD students with a decision of the National Evaluation & Accreditation Agency dated June 10th, 1999 ( letter 307 / June 22nd, 1999 signed by its Chairman )
